ROLL CALL: COUNCILMEMBER DOUG BARLOW, COUNCILMEMBER DEBORAH MENDELSOHN, COUNCILMEMBER ANNE THURMAN, VICE-MAYOR DENISE ICE, MAYOR BILLY WATERS, TOWN MANAGER JOHN BASTEEN JR. ARE PRESENT. TOWN ATTORNEY DAVID WARD IS ABSENT. QUORUM PRESENT.

  1. 1.       CONSENT AGENDA: COUNCILMEMBER DOUG BARLOW MADE A MOTION TO ACCEPT THE CONSENT AGENDA AS WRITTEN. COUNCILMEMBER ANNE THURMAN SECONDED. ALL FAVORED. MOTION CARRIED.

 

  1. 2.       CALL TO THE PUBLIC: NINA ADEN GAVE MANAGER BASTEEN A SPONSOR SHIRT FOR THE TOWN’S

DONATION TO PAL.

 

  1. 3.       COMMITTEE REPORTS: COUNCILMEMBER THURMAN SAID THEY HELD THEIR MEETING ON THE 15TH OF FEBRUARY AND THEY HAD FIVE INDIVIDUALS WHO SHOWED UP. THEY CONTINUED TO TALK ABOUT ROAD REPAIR. SOME OF THE MEMBERS ARE LOOKING INTO THE POSSIBILITY OF GRANT MONEY FOR ROAD IMPROVEMENT. SHE SAID IT RAINED, SO THEY WERE OUT TAKING PICTURES OF THE AREAS THAT WERE POOLING WITH WATER. SHE SAID SHE NEEDS TO SEND THOSE TO THE MANAGER SO HE HAS THEM TO APPLY FOR GRANTS. THEY HAVE SOME PEOPLE LOOKING INTO GREENBELT, WHICH IS WHERE THE WATER WILL ACTUALLY GO INTO AN AREA AND WATER PLANTS OR TREES. THEY WILL HAVE THEIR 3RD MEETING ON THURSDAY, MARCH 15TH AT 6:00 PM. SHE SAID HOPEFULLY THEY WILL HAVE MORE INFO BY THAT TIME.

VICE-MAYOR ICE TURNED THE REPORT ON THE YOUTH GROUP OVER TO HER DAUGHTER, NINA ADEN. NINA REPORTED THEY HAD A MEETING ON THURSDAY, MARCH 1ST. SHE SAID THEY TALKED ABOUT OPENING A REC CENTER. SHE SAID RACHEL GRIFFIN HAD A BLUE PRINT. HER FAMILY AT ONE TIME WANTED TO DO A BOWLING ALLEY WITH THREE LANES. SHE WANTED TO INCLUDE THAT. NINA SAID THAT IS THEIR MAIN FOCUS TO HAVE A CENTER WHERE THEY CAN HAVE OTHER ORGANIZATIONS TO RENT IT OUT OR HAVE GAMES OR USE IT AS A BOWLING ALLEY. SHE SAID THAT IS THEIR MAIN FOCUS, THEY ARE TRYING TO SEE IF IT IS POSSIBLE OR IF THERE IS A MAIN BUILDING THEY CAN USE AND HOW TO FINANCIALLY TAKE CARE OF THAT. SHE SAID THEY HAVE STARTED A NEWSLETTER WHICH SHE HAS POSTED AROUND TOWN, BUT SHE MISSED THE BILLING, SO HOPEFULLY NEXT MONTH IT WILL BE INCLUDED IN THE BILLS. SHE SAID IF ANYONE HAS INFO ON YOUTH GET IT OUT TO HER, SO SHE CAN GET IT ON THE NEWSLETTER. VICE-MAYOR ICE SAID THE NEXT MEETING WILL BE WEDNESDAY, MARCH 21ST AT 5:00 PM. VICE-MAYOR ICE SAID IF THE CENTER WILL NOT WORK, THEIR SECOND CHOICE IS A SPLASH PAD. COUNCILMEMBER

MENDELSOHN SAID WHEN THEY GAVE THE LAST REPORT AT THE LAST COUNCIL MEETING, ONE OF THE THINGS SHE FOUND SUPER INTERESTING WAS THE PROBLEM WITH TEST TAKING OR EVEN TAKING COURSES FROM EAC OVER HERE. SHE SAID SHE FOUND OUT A COUPLE OF THINGS SHE WANTED TO TELL THEM QUICKLY. EMILY MUTAB FROM FMI IS VERY INTERESTED IN SUPPORTING YOU AND HELPING YOU PUSH THROUGH WHATEVER THE BARRIERS ARE TO HAVING COURSES OFFERED HERE. SHE SAID THERE ARE PLENTY OF PEOPLE WITH ADVANCED DEGREES WHO WOULD LOVE TO TEACH A CLASS IN DUNCAN. COUNCILMEMBER MENDELSOHN SAID SHE KNOWS HOW TO NAVIGATE THINGS AT THE COLLEGE. SHE SAID THEY ALSO JUST HAD AT THE HOTEL A WOMAN WHO WAS EXECUTIVE SECRETARY TO THE HEAD OF THE COLLEGE FOR TWELVE YEARS AND SHE IS NOW RETIRED, BUT REALLY KNOWS THE INS AND OUTS AND THEY CAN ASK HER HOW TO REALLY GET IN THE DOOR THERE AND START TO TALK TO THEM ABOUT SETTING UP MORE ACADEMIC COURSE WORK. MANAGER BASTEEN TOLD NINA TO GET THE NEWSLETTER TO THE TOWN BY MARCH 26TH OR 27TH BECAUSE THAT IS PROBABLY WHEN THEY WILL MAIL OUT THE BILLING.

COUNCILMEMBER BARLOW SAID HIS COMMITTEE MEETING WAS POSTPONED FROM LAST SATURDAY TO THIS SATURDAY AT 10:00 AM.

 

  1. 4.       TOWN MANAGER’S REPORT: MANAGER BASTEEN SAID THEY HAVE THE LAMPPOSTS MARKED OUT ALONG THE HIGHWAY.

HE SAID AS THE COUNCIL KNOWS, THEY HIRED A NEW EMPLOYEE AND LET ONE GO THIS WEEK, SO THEY WILL BRING ON A FEW MORE PEOPLE AND GET THAT STARTED. THEY WILL START CLEANING THE POOL NEXT WEEK. HE SAID HE WILL MEET WITH FMI TO SEE WHEN THEY WILL START TRAINING LIFEGUARDS, PROBABLY IN THE NEXT COUPLE OF WEEKS. COUNCILMEMBER BARLOW WANTED TO KNOW WHAT THEY NEED TO DO AT THE POOL TO GET IT READY. MANAGER BASTEEN SAID IT NEEDS TO BE CLEANED OUT, EVERYTHING WORKS THIS YEAR. FELIPA SUBLASKY ASKED IF THE POOL WILL BE HEATED. HE SAID NO, BUT THEY WERE TALKING ABOUT A GRANT TO ADD A SPLASH PAD AND THE SOLAR WOULD BE INCLUDED IN THAT.

HE ALSO REPORTED THERE WAS A LEAK ACROSS FROM THE BAR THAT HAS BEEN REPAIRED. THEY ARE GOING TO LOOK AT REPLACING A LOT OF IT BECAUSE IT IS STEEL PIPE AND IT IS RUSTING OUT. COUNCILMEMBER BARLOW WANTED TO KNOW IF THEY WILL HAVE TO TAKE IT ALL THE WAY TO THE BRIDGE. MANAGER BASTEEN SAID THEY HOPE THEY DON’T HAVE TO GO THAT FAR. HE SAID THE BRIDGE HAS 6 INCH PIPE AND WHAT THEY RAN INTO RIGHT THERE WAS 4 INCH. COUNCILMEMBER BARLOW WANTED TO KNOW IF COMING THE OTHER WAY IF THAT IS STEEL ALSO. MANAGER BASTEEN SAID IT TEES RIGHT THERE AND GOES TO THE BAR AND THEN AS YOU ARE GOING INTO TOWN IT IS PVC. HE SAID THE PROBLEM IS UNDERNEATH THE HIGHWAY GOING TO THE BAR AND GOING TOWARD THE BRIDGE. HE SAID THEY WILL BE LOOKING AT THAT IN THE NEAR FUTURE.

HE ALSO REPORTED THAT TWO SATURDAYS AGO, THEY HAD THE DOG CLINIC. HE SAID THE TURN OUT WAS GOOD, BETTER THAN THEY HAD IN YEARS. HE SAID MARCH 16TH & 17TH THEY ARE HAVING A SPAY AND NEUTER CLINIC IN THATCHER. HE SAID IT WILL BE $10 FOR CATS AND $20 FOR DOGS. COUNCILMEMBER MENDELSOHN ASKED WHERE. HE SAID DESERT CROSS. HE SAID HE WILL ASKED THEM IF THEY ARE INTERESTED IN PUTTING ON A CLINIC DOWN HERE. HE SAID HE WILL TRY TO GET THAT INFO OUT TO EVERYONE.

HE SAID THEY HAVE ALSO MOVED ALL OF THE ASPHALT CHIPS AWAY FROM THE STORAGE UNIT AND MOVED THEM TO THE SEWER PONDS. COUNCILMEMBER BARLOW SAID HE KNOWS SOME INDIVIDUALS   TOOK   THEM.                                      MANAGER BASTEEN SAID THAT HAS HAPPENED TOO. COUNCILMEMBER MENDELSOHN WANTED TO KNOW IF THEY ARE SECURE NOW. HE SAID YES. HE SAID WITH THE NEW EMPLOYEE THEY CAN LOOK AT THINGS GETTING CAUGHT UP. COUNCILMEMBER MENDELSOHN WANTED TO KNOW WHEN THEY WILL FOLLOW UP WITH BILL PUPO. MANAGER BASTEEN SAID HE TALKED TO BILL ON MONDAY AND HE WILL TALK TO HIM AGAIN TOMORROW. HE SAID WHAT THEY HAD PLANNED WAS ALMOST TO GO AHEAD AND SET A DATE. COUNCILMEMBER MENDELSOHN SAID SHE WILL HELP AGAIN WHEN HE GETS A DATE.

 

  1. 5.       GREENLEE COUNTY BOARD OF SUPERVISOR’S REPORT: HE IS NOT PRESENT.

 

  1. 6.       GREENLEE COUNTY SHERIFF’S REPORT: HE IS NOT PRESENT.

 

  1. 7.       COMPLAINT ABOUT MANAGER: PETRA MUNGUIA SAID SHE HAS BEEN ASKING FOR WATER AT THE CEMETERY AND SO FAR THERE ISN’T ANY THERE YET. SHE SAID THEY PUT IN A FAUCET, BUT IT IS SO FAR AWAY FROM HER PLOTS. SHE SAID WHEN SHE BOUGHT THAT PROPERTY IN THE CEMETERY SHE DID NOT KNOW SHE WOULD BE SO CLOSE TO A BUNCH OF TRASH. SHE SAID THE PILE OF TRASH IS GETTING SO BIG AND BEFORE THEY KNOW IT THE WIND IS GOING TO BLOW THAT TRASH RIGHT INTO THEIR GRAVES. SHE SAID THAT IS SACRILEGE. SHE SAID THAT IS HER TWO CONCERNS AT THE CEMETERY. MAYOR WATERS SAID HE HAS TALKED TO THE MANAGER ABOUT THIS ALSO. HE SAID ONCE THE NEW EMPLOYEE GETS SETTLED, THEY CAN POSSIBLY GET WATER TO THAT CORNER OF THE CEMETERY AND ALSO GET THE TRASH TAKEN CARE OF. PETRA WANTED TO KNOW IF THAT PLACE IS OPEN FOR EVERYONE IN THE COUNTY TO COME AND DUMP THERE OR JUST THE TOWN. MAYOR WATERS SAID IT IS SUPPOSED TO BE JUST TREE LIMBS AND BRUSH, BUT THEN PEOPLE STARTED DUMPING TRASH SO THE MANAGER PUT UP THE FENCE AND LOCKED IT, THEN THEY STARTED DRIVING OVER THE BERM. THE MANAGER SAID NO ONE IS SUPPOSED TO DUMP TRASH UP THERE ONLY BRUSH. PETRA SAID SHE DOES NOT THINK THEY SHOULD BE ABLE TO DUMP UP THERE, BECAUSE THEY HAVE A CEMETERY FOR THEIR LOVED ONES AND IT IS BEING CROWDED OUT BY THE TRASH THERE.

SHE SAID SHE HAS ANOTHER CONCERN THAT PERTAINS TO THE WHOLE TOWN. SHE SAID THE SEWER SYSTEM IS CLOGGED UP. SHE SAID SHE HAS REPORTED THIS ALSO AND NO ONE HAS BEEN THERE TO CHECK THIS OUT. SHE SAID THE GIRL WHO RENTS FROM HER HAD HER FATHER TO COME AND CLEAN IT OUT, BUT THAT IS NOT FAIR. MAYOR WATERS WANTED TO KNOW IF THE SEWER CLOG IS ON TOWN PROPERTY. SHE SAID IT USED TO BE A RIGHT OF WAY. SHE SAID IT IS RIGHT BEHIND HER RENTAL ON 222 GALE AVENUE. MANAGER BASTEEN SAID THERE ARE ROOTS IN THE SEWER LINE. PETRA SAID SHE THINKS THE OWNER OF THE PROPERTY ON THE OTHER SIDE WOULD AGREE THOSE TREES CAN BE PULLED OUT OF THERE. SHE SAID THERE IS AN EASEMENT THROUGH THERE. MAYOR WATERS ASKED THE MANAGER WHOSE PROPERTY THE SEWER LINE IS ON. THE MANAGER SAID TO HIM IT IS ON RESIDENTIAL PROPERTY. VICE-MAYOR ICE SAID THERE IS NOT ENOUGH ROOM TO DO ANYTHING BACK THERE. MANAGER BASTEEN SAID IF YOU LOOK AT THE PICTURE HE WOULD HAVE TO TEAR OUT THE FENCE. HE SAID THE MAN HOLE IS AT THE FAR END AND THAT IS THE SEWER MAIN. VICE-MAYOR ICE WANTED TO KNOW WHERE THE PROBLEM IS. MANAGER BASTEEN SAID THE PROBLEM IS FROM HER HOUSE THIS WAY BEHIND

THAT  SHED.     COUNCILMEMBER  BARLOW  ASKED  IF  THAT  IS  ALL  PRIVATE  PROPERTY.     THE MANAGER SAID YES. MAYOR WATERS WANTED TO KNOW WHO OWNS THE PROPERTY. PETRA SAID THERE IS NO ENTRANCE FROM HER SIDE OF THE PROPERTY. THE MANAGER SAID DENISE SHANNON WHO LIVES ACROSS FROM THE RANCH HOUSE IS ON THE BACK SIDE OF THAT PROPERTY. THE MAYOR ASKED THE MANAGER WHAT HIS RECOMMENDATIONS ARE ON THE RESIDENTIAL PROPERTY. HE SAID HE TOLD HER THAT HE DOES NOT MIND HELPING, BUT IT IS NOT SOMETHING THAT WILL HAPPEN OVER NIGHT, HE SAID HE WILL HAVE TO GET PERMISSION FROM EACH ONE AND WILL THE FENCE HAVE TO BE REPLACED. THE MAYOR ASKED IF IT IS THE TOWN’S LINE. THE MANAGER SAID NO, IT IS NOT OUR LINE. PETRA SAID THE TOWN DID SOME WORK ON IT BEFORE, BUT THEY HAD TO COME IN FROM THE TUEY SIDE OF THE PROPERTY AND NOW THOSE PEOPLE HAVE PUT IN A CONCRETE SLAB. SHE SAID THERE IS SPACE FOR THE LINE TO BE DUG. THE MAYOR SAID THEY WILL HAVE THE MANAGER LOOK AT IT TO DETERMINE WHETHER IT WILL BE THE RESPONSIBILITY OF THE RESIDENTS OR A TOWN ISSUE. PETRA SAID THERE IS A CLEANOUT ON HER PROPERTY THAT THE GENTLEMAN WAS ABLE TO UTILIZE HIS INSTRUMENT TO GET INTO THE SEWER. SHE SAID HE MIGHT BE ABLE TO TELL THE MANAGER MORE BETTER WHAT THE SITUATION IS, BECAUSE HE IS THE ONE WHO CAME AND CLEANED IT OUT AND SO FAR SO GOOD, BUT WHEN SUMMER COMES THOSE TREES ARE GOING TO GET BACK IN THERE. COUNCILMEMBER MENDELSOHN SAID THAT THEY HAD TO DEAL WITH THIS ON THEIR PROPERTY, IT WAS COMPLETELY BLOCKED AND IT WAS AN OLD SEWER TIE IN MADE OF CLAY AND IT HAD BEEN INVADED BY ROOTS AND THEY HAD TO REPLACE THE LINE ALL THE WAY TO THE TOWN’S SUBLINE. SHE SAID THE CLAY PIPE WAS PERMEABLE, WHICH WAS VULNERABLE TO INVASION. THE MAYOR SAID HE WOULD LIKE TO INSTRUCT THE TOWN MANAGER TO CHECK INTO THIS AND WRITE IT OUT IN A LETTER AND THEY CAN DISCUSS IT AT THE NEXT MEETING.

MANAGER BASTEEN SAID GOING BACK TO CEMETERY WATER, THAT LINE HAS HAD ISSUES FOR A WHILE, THE LINE HAS BEEN BUSTED. HE SAID THEY HAVE BEEN WORKING ON IT. HE SAID SHE DOES HAVE ACCESS TO WATER, BUT IT IS FAR, IT IS 70 FEET AWAY, BUT AT MOST OF THE CEMETERY BLOCKS THERE IS ONLY ONE SPIGOT. HE SAID YOU WOULD HAVE TO DRAG A HOSE FROM ONE END TO THE OTHER. HE SAID THE GOAL IS TO EVENTUALLY RUN 4” THROUGH THERE, BUT THAT IS A MONEY COST THAT WE DO NOT HAVE AT THIS TIME. HE SAID THE MAIN VALVE THAT SHUT OFF THE WHOLE CEMETERY WAS WORKED ON TUESDAY AND GOT THE LEAK FIXED, BUT THEY HAVE TO REPLACE THE METER, BECAUSE PEOPLE HAVE BROKEN THE VALVE.

THE MANAGER SAID THE NEW SECTION OF THE CEMETERY IS SUPPOSED TO BE FLAT HEAD STONES TO WHERE THAT CAN BE SPRINKLED WITH WATER AND THEN THEY CAN MOW IT AND THERE IS NO CURBING.

COUNCILMEMBER MENDELSOHN WANTED TO KNOW WHEN THEY CAN PUT IN THAT NEW LINE WHERE THE BUBBLERS ARE. MANAGER BASTEEN SAID THEY WILL WORK ON IT AS SOON AS THEY CAN. HE SAID THERE IS STILL WATER THERE, SO IT IS NOT LIKE SHE IS BEING DENIED WATER. IT  IS JUST GETTING HARDER FOR HER TO DRAG A HOSE AROUND. HE SAID THEY WILL TRY TO FIX THAT AS SOON AS THEY CAN, THEY HAVE HAD A LOT OF ISSUES BACKED UP. HE SAID IT IS NOT SOMETHING THAT WILL HAPPEN TOMORROW OR NEXT WEEK.

THE MANAGER SAID HE DOES NOT KNOW HOW TO STOP THE TRASH THAT HAS BEEN USED BEFORE HE CAME TO BE MANAGER. PETRA WANTED TO KNOW WHY THE TOWN HAD TO MAKE IT AVAILABLE FOR PEOPLE TO GO OVER THERE AND DUMP. SHE SAID EVERYONE SHOULD BE ABLE TO TAKE CARE OF THEIR OWN LIMBS WITHOUT HAVING TO TAKE IT UP THERE AND MAKING

A BIG PILE. THE MANAGER SAID HE AGREES WITH HER, BUT UNFORTUNATELY THAT IS NOT THE CASE. HE SAID THEY PROVIDE THE YELLOW DUMPSTER AND PEOPLE THROW THEIR TRASH ON THE OUTSIDE. HE SAID IF THEY DON’T HAVE THAT, PEOPLE DRIVE PAST THE APARTMENTS AND JUST THROW THEIR TRASH EVERYWHERE. COUNCILMEMBER BARLOW SAID IT IS EASIER FOR THEM TO DUMP UP THERE, THAN TO PAY $5 AND TAKE IT TO THE LANDFILL. MAYOR WATERS WANTED TO KNOW IF THEY CAN GET THAT STUFF BURNED. THE MANAGER SAID HE HAS BEEN TALKING TO HAYDEN AND HE WAS GOING TO USE THAT AS AN EXERCISE FOR HIS GUYS. HE SAID THAT WON’T SOLVE THE PROBLEM. THE MAYOR SAID THEY WILL GO TO THAT ISSUE LATER, JUST GET IT CLEANED UP.

FELIPA BROUGHT UP THE WATER STANDPIPE AT THE FIRE DEPARTMENT, IT IS LEAKING. MAYOR WATERS SAID THE OTHER DAY IT STOPPED LEAKING. COUNCILMEMBER BARLOW SAID IT DEPENDS ON WHO SHUTS IT OFF. COUNCILMEMBER MENDELSOHN SAID THE MANAGER IS GETTING A CARD READER FOR THAT RIGHT. THE MANAGER SAID YES, BUT FOR RIGHT NOW WE WILL REPLACE THE VALVE. HE SAID THE CARDREADER COSTS ABOUT $5,000. FELIPA SAID THAT WATER IS JUST BEING WASTED.

MAYOR WATERS TOLD PETRA THEY WILL WORK ON IT. PETRA SAID SHE WOULD LIKE A FOLLOW- UP BECAUSE SHE NEVER KNOWS WHAT IS HAPPENING. MAYOR WATERS SAID THE MANAGER WILL REPORT BACK TO THEM AT THE NEXT MEETING. THEY ASKED PETRA FOR HER PHONE NUMBER.

 

  1. 8.       CONSIDERATION OF APPROVAL OF FY2017 AUDIT REPORT – NEED VOTE: VICE-MAYOR ICE SAID SHE THOUGHT THEY VOTED. THE CLERK SAID NO, WHEN SHE LISTENED TO THE MINUTES THERE WAS NO VOTE. COUNCILMEMBER DEBORAH MENDELSOHN MADE A MOTION TO ACCEPT THE FY2017 AUDIT REPORT. SHE SAID GOOD WORK,THAT WAS A REALLY GOOD REPORT. COUNCILMEMBER DOUG BARLOW SECONDED. ALL FAVORED. MOTION CARRIED.

 

  1. 9.       CONSIDERATION OF APPROVAL TO MOVE THE CAR SHOW TO A DIFFERENT LOCATION BECAUSE OF THE JAVELINA CHASE: MAYOR WATERS SAID THE TOWN HAS NOTHING TO DO WITH THIS CAR SHOW. HE SAID HE TRIED TO HAVE A CAR SHOW AT THE FAIRGROUNDS AND BECAUSE OF WHAT IS GOING ON OUT THERE, IT HAS TO BE MOVED INTO TOWN. HE SAID HE DOESN’T SEE A PROBLEM, BECAUSE HIS CAR SHOW DOES NOT INTERFERE WITH TRAFFIC. HE SAID NO ONE WILL WALK OUT IN FRONT OF A RUNNING BIKE. HE SAID HE DOES NOT SEE A PROBLEM WITH HAVING THE CAR SHOW AT THE PARK. HE SAID MORE PEOPLE SUPPORT THE BIKE RACE WITH A CAR SHOW INCLUDED. COUNCILMEMBER BARLOW SAID THE MAYOR COULD HAVE COORDINATED WITH THEIR COMMITTEE ON THE BIKE RACE. COUNCILMEMBER BARLOW SAID THIS TIME THE TIMED RACE IS GOING TO GO AROUND THROUGH VIRDEN. MAYOR WATERS SAID THE HIGHWAY IS ALWAYS COMPLETELY OPEN AND NOBODY WALKS OUT IN THE ROAD.

MANAGER BASTEEN SAID WHAT IF THEY USED BARRICADES. COUNCILMEMBER MENDELSOHN SAID THEY WANT THE CAR SHOW TO GO ON, THEY LOVE CAR SHOWS. COUNCILMEMBER BARLOW SAID THE MAYOR GOT ASKED TO COME TO THEIR MEETING THE OTHER DAY, BUT HE DID NOT. MAYOR WATERS SAID HE IS THE ONLY ONE RUNNING THE TOW TRUCK. HE SAID HE HAS BEEN RUNNING THE CAR SHOW FOR THE LAST SEVEN YEARS DURING THE RAMPAGE AND HE HAS NEVER HAD A PROBLEM. COUNCILMEMBER BARLOW SAID HE WAS JUST TELLING HIM THAT THERE WILL BE A MOTORCYCLE RUN THROUGH HERE THAT DAY. MAYOR WATERS SAID THE HUNS

WERE GOING TO COME DOWN. COUNCILMEMBER BARLOW SAID IT IS JUST MISCOMMUNICATION. MAYOR WATERS SAID HE HAS BEEN DOING THE CAR SHOW FOR SEVEN YEARS. COUNCILMEMBER MENDELSOHN SAID HE HASN’T COME TO THE COUNCIL AND SAID HE IS GOING TO DO THE CAR SHOW ON THIS DATE.

COUNCILMEMBER BARLOW SAID THEY SET THEIR DATE AND THEN THE COUNTY CAME TO THEM AND ASKED IF THEY CAN HOLD THE RAMPAGE THE SAME TIME. VICE-MAYOR ICE SAID THE RAMPAGE IS USUALLY ON APRIL 15TH. COUNCILMEMBER BARLOW SAID IT DOES NOT ALWAYS LAND ON THE SAME DATE. MAYOR WATERS SAID REGARDLESS OF WHENEVER THEY HAVE IT, HE HAS THE CAR SHOW AT THE SAME TIME AS THE RAMPAGE. MAYOR WATERS SAID HE THINKS IT WOULD BE GOOD TO HAVE THE CAR SHOW TO SUPPORT THE BIKE RIDERS GOING THROUGH TOWN. COUNCILMEMBER MENDELSOHN SAID THEY WERE BLINDSIDED, BECAUSE IT HAS NOT COME UP IN THE COUNCIL MEETING, IT HASN’T BEEN ON A CALENDAR AND THE PEOPLE WHO RUN THE JAVELINA CHASE GOT SPOOKED AND SAID THEY WOULD CANCEL THE RACE. COUNCILMEMBER MENDELSOHN SAID WE NEED THE MAYOR TO COMMUNICATE WITH JOHN LIEBERENZ ABOUT WHERE EXACTLY THE CARS WILL BE PARKED. COUNCILMEMBER MENDELSOHN SAID IF JOHN LIEBERENZ KNOWS EXACTLY WHERE THE CARS WILL BE PARKED, HE MAY SAY THIS IS NOT A CONFLICT. MAYOR WATERS SAID WHEN JOHN LIEBERENZ E-MAILED HIM, HE TOLD HIM THEY WERE GOING TO HAVE THE CAR SHOW AND JOHN SAID NO, YOU CAN’T DO THAT. COUNCILMEMBER MENDELSOHN SAID IF THE CAR SHOW IS NOT IN THE WAY, IT WOULD DEFINITELY BE AN ASSET.

COUNCILMEMBER BARLOW SAID THOSE BICYCLISTS ARE NOT LOOKING FOR PEOPLE IN THE ROAD, THEY ARE JUST LOOKING AHEAD BECAUSE THAT IS GETTING CLOSE TO THE FINISH LINE. COUNCILMEMBER MENDELSOHN SAID FATALITIES DO HAPPEN AT BIKE RACES AND THEY DO NOT WANT ONE. COUNCILMEMBER BARLOW SAID THAT IS WHAT KILLED THE SAFFORD RACE.

MAYOR WATERS SAID HIS GUYS DON’T LIKE CHANGE RIGHT AT THE LAST MINUTE, HE HAS BEEN IN TOUCH WITH THE SCHOOL TO SEE IF HE COULD HOLD IT THERE, BUT THERE ARE ACTIVITIES GOING ON AT THE SCHOOL THAT DAY THAT HE MIGHT NOT BE ABLE TO. COUNCILMEMBER MENDELSOHN SAID THEY WERE SO SCARED WHEN THEY FOUND OUT THE HUNS WERE COMING IN A PRIOR YEAR, BUT THERE WAS NO PROBLEM. MANAGER BASTEEN SAID THEIR LEADER WAS THE GUY WITH THE CROSS NEXT TO THE RANCH HOUSE, THEY WOULD HAVE TO WATCH WERE THEY PARKED. MAYOR WATERS SAID HE CANNOT HAVE ANYONE PARKED ON THE HIGHWAY. COUNCILMEMBER THURMAN SAID MAYBE THEY COULD GET SOME TEMPORARY NO-PARKING SIGNS. MANAGER BASTEEN WANTED TO KNOW WHEN THE BICYCLE RACE IS SUPPOSED TO START. MAYOR WATERS SAID ANYWHERE FROM 9:00 AM TO NOON.

COUNCILMEMBER BARLOW AND MENDELSOHN BOTH SAID IT WOULD BE BETTER FOR THE MAYOR TO CONTACT JOHN LIEBERENZ AND LET HIM KNOW WHAT HE HAS PLANNED. MAYOR WATERS ASKED WHEN THEY ARE HAVING A MEETING. COUNCILMEMBER MENDELSOHN SAID MARCH 27TH. JOAN BILLINGSLEY SAID JOHN AND HIS WIFE HAD TOLD HER THEY WISH PEOPLE WOULD GET OUT ON THE STREET AND SUPPORT THE RIDERS. THE MAYOR SAID MRS. LIEBERENZ WAS SELLING STUFF IN THE PARK DURING THE LAST CAR SHOW, SHE SHOULD KNOW HOW IT IS.

 

  1. 10.   REVIEW LETTER FOR I10 DIVERSION: COUNCILMEMBER MENDELSOHN SAID SHE BROUGHT THE COUNCIL A DRAFT THAT IS COMPLETELY UP TO DATE. SHE SAID THIS REFLECTS ALL THAT SHE AND DOUG LEARNED WHEN THEY ATTENDED THE MEETING IN SAFFORD, WHICH INVOLVES A LOT

THAT THE STATE IS ALREADY DOING TO TRY TO REMEDY THIS SITUATION AND IDENTIFIES THAT NEW MEXICO HAS VERY DIFFERENT PRACTICES AND ARIZONA REALLY HAS TO STAY ON NEW MEXICO ABOUT WHAT THEY ARE DOING AND NOT DOING. SHE SAID IT HAS TO BE IN SUPPORT OF THE ARIZONA OFFICE OF THE GOVERNOR INSTEAD OF CRITIZING WHAT THEY ARE DOING, BECAUSE THEY ARE REALLY DOING A LOT.

VICE-MAYOR ICE WANTED TO KNOW IF THE COUNCIL ALREADY TALKED ABOUT THIS BEFORE AND THE ATTORNEY SAID THAT THEY CAN DO IT SEPARATELY, NOT AS A COUNCIL. MANAGER BASTEEN SAID HE THOUGHT THE ATTORNEY SAID EVERYONE CAN DO IT INDIVIDUALLY IF EVERYONE WAS NOT IN AGREEMENT. COUNCILMEMBER MENDELSOHN SAID IT WOULD BE A LOT MORE POWERFUL IF THEY SENT IT AS A COUNCIL.

COUNCILMEMBER MENDELSOHN WANTED TO INCLUDE THAT SUPERVISOR LUNT SAID THAT HE REALLY HOPES THAT ALL OF THE COUNCILMEMBERS GET MORE INVOLVED AT THE STATE LEVEL, HE REALLY NEEDS THEIR HELP IN SUPPORTING ACTIONS AT THE STATE LEVEL. SHE SAID THIS IS AN EXAMPLE OF A WAY THEY CAN HELP AND SHE WOULD LIKE TO SEE THIS A LOT MORE OFTEN. COUNCILMEMBER BARLOW SAID IT WAS A REALLY GOOD MEETING HE AND DEBORAH ATTENDED, THERE WERE A LOT OF BIG WIGS THERE FROM ADOT. HE SAID THEY ARE WORKING ON A SOLUTION AS BEST THEY CAN, BUT A LOT OF THE PROBLEM PERTAINS TO NEW MEXICO. COUNCILMEMBER MENDELSOHN SAID THEY TALKED ABOUT THE DESERT SHRIMP, AN ENVIRONMENTAL WILDLIFE ISSUE IN NEW MEXICO. COUNCILMEMBER BARLOW SAID THEY RESIDE IN THE DRY LAKE BEDS. COUNCILMEMBER MENDELSOHN SAID THEY NEED TO

BE PRESSURED TO APPLY THE GORILLA-SNOT®, BECAUSE  PEOPLE  ARE  DYING.  MAYOR WATERS WANTED TO KNOW IF THE ATTORNEY APPROVED THIS.  VICE-MAYOR ICE SAID HE  SAID THAT IF THEY ALL AGREED ON IT UNANIMOUSLY. COUNCILMEMBER MENDELSOHN RECOMMENDED THAT THE MAYOR SIGN IT FOR THE DUNCAN COUNCIL. COUNCILMEMBER THURMAN SAID THEY ARE GIVING THE GOVERNOR A  SUGGESTION  AS  TO  WHAT  HE  CAN  DO, BY SAYING THE STRUCTURAL  INTEGRITY  TESTS  SHOULD  BE  REQUIRED. COUNCILMEMBER ANNE THURMAN MADE A MOTION TO ACCEPT THE DRAFT LETTER ADDRESSED  TO  GOVERNOR  DUCEY REGARDING  I10  DIVERSION  CONCERNS  AND  THAT THE MAYOR WILL SIGN  THE  LETTER  ON BEHALF  OF  THE  COUNCIL.  COUNCILMEMBER DOUG BARLOW SECONDED. ALL FAVORED. MOTION CARRIED.

 

  1. 11.   TOWN COUNCIL CLEAN UP AT VETERANS PARK: COUNCILMEMBER MENDELSOHN SAID SHE HAS BEEN HELPING TO ORGANIZE A CLEAN UP DOWN ON COSPER LOOP THIS SATURDAY AND THE TURN OUT IS GOING TO BE REALLY GOOD. SHE SAID IF THEY CAN FIND A DATE FOR A MORNING CLEANUP BEFORE IT GETS TOO HOT WHEN THE COUNCIL WOULD COMMIT TO SHOW UP, SO THAT THEY SEE THEM THERE AND GET AS MANY PEOPLE AS POSSIBLE TO SHOW UP. COUNCILMEMBER MENDELSOHN ASKED THE MANAGER IF IT IS POSSIBLE TO TAKE APART THE SOLAR SYSTEM AT THE POOL BEFORE THEY HAVE A MEETING. JOAN BILLINGSLEY ASKED THE MANAGER IF HE CAN READ HER LETTER. HE READ THAT THE PRIDE SOCIETY IS HAVING A COMMUNITY PICK UP ON APRIL 7. COUNCILMEMBER MENDELSOHN SAID SHE DID NOT THINK THEY SHOULD COMPETE WITH THE PRIDE SOCIETY, BECAUSE THEY ARE GOING TO BE DOING MORE THAN CLEANING, THEY WILL BE TALKING TO THE COMMUNITY ABOUT THE PARK. COUNCILMEMBER MENDELSOHN ASKED THE MANAGER IF IT IS POSSIBLE TO GET ALL THAT SOLAR STUFF PULLED OUT. MAYOR WATERS SAID OR MAYBE DURING, IF THEY ARE GOING TO BE WORKING UP THERE. MANAGER

BASTEEN SAID HE WILL HAVE THE GUYS MOVE IT BEFORE HAND. COUNCILMEMBER THURMAN ASKED IF THAT IS WHERE THE SPLASH PAD IS SUPPOSED TO GO. MANAGER BASTEEN SAID YES. COUNCILMEMBER THURMAN SAID THAT WOULD GIVE EVERYBODY A CHANCE TO INVISION IT THERE. COUNCILMEMBER BARLOW ASKED IF THE SPRINKLER SYSTEM IS GOING YET. MANAGER BASTEEN SAID NO IT’S NOT. MAYOR WATERS SAID SOME THINGS WILL HAVE TO BE WORKED OUT THERE, BECAUSE IF THE SPLASH PAD GOES IN, THE MAIN HOOKUP CAN’T GO IN. HE SAID THEY HAVE TO FIND A MAIN WATERLINE TO SUPPLY IT.

COUNCILMEMBER MENDELSOHN SAID ISN’T THIS SOMETHING THEY CAN BRING UP TO THE PUBLIC ABOUT THINGS THAT HAVE TO BE WORKED OUT. THE MAYOR SAID THEY HAVE THE PAINT, THEY NEED TO SET A DATE FOR PAINTING IT. COUNCILMEMBER BARLOW SAID IT IS NOT GOING TO BE A BIG SPLASH PAD LIKE CLIFTON’S AND THATCHER’S, IT’S GOING TO BE A SMALL ONE. COUNCILMEMBER THURMAN SAID THEY CAN’T DOING ANYTHING UNTIL THEY GET THE PLANE BACK UP. MANAGER BASTEEN SAID IT WILL BE A WHILE, THEY HAVE TO GET TWO WATERLINES IN AND A SEWER SYSTEM IN BEFORE OCTOBER. COUNCILMEMBER MENDELSOHN SAID THEY CAN DO IT IN THE FALL WHEN IT IS COOLING OFF. COUNCILMEMBER MENDELSOHN SAID SHE WILL GET A DRAWING TOGETHER, SO THEY CAN START PUTTING THEIR IDEAS IN ON WHERE THINGS WOULD GO, SO WHEN IT IS TIME TO DO THE EVENT THEY WILL HAVE EVERYTHING ON PAPER. MAYOR WATERS SAID THEY HAVE A DRAWING AND A PLAN THAT WAS IMPLEMENTED BY BILL COOK. COUNCILMEMBER ANNE THURMAN MADE A MOTION TO TABLE THE COUNCIL CLEAN UP AT VETERANS PARK UNTIL THE FALL. COUNCILMEMBER DOUG BARLOW SECONDED. ALL FAVORED. MOTION CARRIED.
